This would be a virtual cache I think. Maybe like a tournament... or could be a league? You have to go ice fishing at the coordinates and take a picture of your biggest fish with the GPSr in the picture. Then maybe have a tournament with a prize for the biggest fish at the end of the season?

Because you would have to justify why a traditional cache wouldn't be able to be placed in the area to make a virtual cache possible.

There needs to be something there to see, get info off of, etc. A fishing hole isn't really something that would qualify as a virtual cache.

There is also a permancy rule and I don't think ice fishing would meet that. But an event would be cool.

I've always thought a cache disguised as a tipup would be cool, but way too impractical. Or a semi-permanent shantie that was a giant cache, or maybe just one that concealed a tipup cache. Again, impractical as a permanent cache. But they'd be neat for an event. There's no reason ice fishing can't be part of a caching event (just make sure caching is involved as well).
