This fact is clearly stated in the guideliness: Quote All geocaches must involve GPS use. Inside buildings, GPS signal is either unreliable or not present. To follow the GPS rule, indoor caches must have an additional stage outdoors. Coordinates at the entrance to the building are not enough. Despite this, it is a common practice that events are hosted indoor. They obviously do not follow the above mentioned GPS rule. The question is, why such events are accepted? I technically don't see any difference between navigating to traditional cache inside, lets say, a public library, and navigating to event cache at the same place. Why event there is allowed but traditional not? (it is not a commercial place, it is not available too rarely; reviewers decline traditionals in such places due to GPS usage rule). 4 Quote

Personally, I think traditional caches should be allowed indoors. I've found a number of outdoor caches where there was no GPS reception at the cache location. It was still possible for the CO to use a GPS device to determine the coordinates at GZ, and it was still possible for seekers to use a GPS device to determine GZ from those coordinates. And similarly, it would be possible for the CO and seekers to use a GPS device for an indoor traditional cache. But it makes the volunteer reviewers' lives easier to have a simple rule to enforce, so Groundspeak simply prohibits traditional caches indoors. And as GeoElmo6000 wrote, events are different and have their own rules. 1 Quote

Non-traditional caches are allowed indoors, provided that there is an outdoor stage involving meaningful GPS usage, and provided that the indoor stage is not located inside a commercial business.
