It is a "federal district", partially governed by The U.S. Congress, as defined by the Constitution to serve as the permanent location of the Capitol of the United States. +releasethedogs Posted December 1, 2011 Posted December 1, 2011 Why does this matter? There are tons of things like this, for example Guam is counted as a country when it is a U.S. Territory. Same goes for Gibraltar, it is park of the UK but is treated as a country. I think there are many other things that time/money is better spent on then re coding this. Quote

If this was any different, then programming for this would start becoming very very complex, and buggy. This isn't a defense of how gc handles this, its just how its done across any industry. Quote
