Adding paint over paint is not the solution, and that may well be the illegal point. If a highway bridge, contact the highway authority to have it removed. If a trestle, contact the rail company. If its gang related you could find yourself in dangerous situation. Sometimes you are much better off reporting it to the proper authorities and letting them handle it. Quote Link to comment
