You might be able to set one up on Waymarking if there is a Webcam category. Original Webcam caches were "grandfathered" in when the change was made. Although I never "got" the whole Webcam "cache" thing, I did very much enjoy the Virtual caches and was sad when they were discontinued and moved to Waymarking.com, which is completely different from Geocaching . . .
