Pixelated Message Centre photos

This was reported some years back in another thread, which I can't readily find, but it's still happening. When people send photos through Message Centre in the app, the image appears to be a scaled-up thumbnail like this one I just received:

 

 

It's pretty useless if someone needs help locating the cache when I can't even tell from the photo whether they're at GZ or not, let alone point them to where the cache should be.

This problem still has active tickets, but the steps to reproduce the error haven't been identified.  Any information/theories are welcome.  It would help to know the device information for the sender and recipient of the image.

The recipient is me and I'm viewing it on the website (Firefox 115.0.3 on Windows 10), but I see the same pixelated image if I view the message in the app on my Android phone. I've asked the sender if they can provide any info on how they sent it and will pass that on.
