It's not a universal term so it's hard to tell without some context. It could have something to do with the theme of the cache, the finder's or the CO's name or something else entirely. The logs here seem to be referring to the Cache Owner "NoBlowH3" who uses "On-On!" in the cache description, so I'm guessing "On-On!" is a regional term (of enthusiasm?) or in-joke. When the hash officially ends, many members may continue socialising at an "on-after", "on-down", "on-on-on", "apres", or "hash bash", an event held at a nearby house, pub, or restaurant. "On On!" is said when you are following marks, so that others in the vicinity know you are on trail and can make their way to trail as well. Don't say "On On" if you are not following hash marks.
