Only place a needs maintenance log when you have found the cache and know for sure it's in bad shape. If the owner already knows a NM log is only going to agitate them. Quote

But as the OP says that the place where the cache was hidden is nolonger there they're not likely to be able to find it and ought to be pretty sure it's gone. I agree with Delta68, post an NM log, any owner who's going to get agitated about it must be easy to wind up, and an NM will also alert other possible finders that it might have issues. Quote

I'd post NM if multiple people have failed to find a cache that's relatively easy. For all it might agitate the CO to get a NM log on their cache it will also warn other cachers who might go and look that there's a problem, rather than one person posting a DNF saying they can be sure it's gone.
