Is the roof publicly accessable (you wouldn't want people trying stupid things to break onto a rooftop)? Would the owner care if the building was full of cachers who didn't know it was on the roof? Stood on the street below, and said, well, it's supposed to be within ten feet of here, but there's nothing here but concrete. Then, we looked up! A.) You could get permission in writing. B.) If it's an observatory that is open to the public then they expect visitors and have insurance for such things. I'm sure the view is fantastic and would be a great location for a cache.
