Is there, could there be, should there be a souvenir for finding a Confluence cache, seeing they are very rare?

What is a Confluence cache?

A cache hidden at a confluence point. Where degrees north (or south) meet degrees west (or east). Minutes and decimal minutes are zeroes. I had a cache hidden at N 41° 00.000 W 074° 00.000.

Groundspeak doesn't seem interested in souvenirs unless they can be handed out in massive quantities, eg 100,000 or more, complete with marketing blitz. For example, random dates like August 21 get a souvenir, because lots of people cache in August.

 

Most countries don't even have a souvenir. Not enough traffic. So I don't give your idea much hope, sorry.

Actually, the limitation on country-based souvenirs isn't the amount of traffic or Groundspeak's desire to create them. It's the capacity of their servers to check for country-based souvenirs for every log posted. They're working on adding more country-based souvenirs, but they need to improve their infrastructure first.
