It looks like it has some type of light hanging from there at some time and the person that hid the cache used the hole that left over to hide the cache. Quote Link to comment

I see guideline violations all the time, or at least I maybe think it is, some people are more smart and got special permission from the owners, or they maybe even constructed the whole wooden house you sit under, so offcourse they can legally drill all the holes in it they like, they also know if it is weaken the construction or not.
