I don't think the Tranquility Geocoin will ever be produced again.

But you have to know that there 2 Portugal Edition were previously minted :

Black Nickel (Regular Edition)

Gold (Limited Edition)

They are now only available through trade or eBay though.

I should ad, I wasn't trying to stir or anything - I am re-researching Tranquilities at the moment as I am about to list one or 2 on eBay and was double checking my info when I came across this thread.

If it's produced by the same designer then sure it is. Probably would be called v2 or 2011 or something like that. I have an aviator 2008 design and another for 2010, they are both aviators.

Certainly. I find it really confusing, and annoying when different coins are called the same thing. I just traded for a Night Caching and it was not the same coin as I thought it was, although the owner confirmed with me before the trade finished. Gone to the Dogs is another example...
