I just ordered a Garmin etrex venture cx. Should I also get the garmin mapsource us topo cr-rom?

I'm I right in assuming this gives me bettter detail of a certain area?

Yeah, it gives you lots better detail. For example, with the built in basemap, a pond or lake will just be a rough polygon. If you're walking along the shoreline, it will probably show you in the water at some point. And only the most major roads are on the basemap. Mapsourse shows just about all roads, streams, detailed shorelines of ponds, lakes, oceans (I use it for kayaking), elevation lines (whatever they're called), etc. You don't have to get it - the basemap is a starting point, it just depends how much detail you want.

You don't need it but it makes your unit waaaay more useful. If you plan to use your unit mostly for hiking, geocaching in the woods, backpacking, hunting and other outdoor pursuits, Mapsource Topo is a good choice.

If you want it for finding your way around town and for urban and suburban geocaching, Mapsource City Navigator is the way to go. Only City Navigator autoroutes though. Topo doesn't.
