I'm going to take a wild guess here and assume you're looking for how to decode these ciphers because of a puzzle cache you're trying to solve.

I don't see him/her asking for the solution to a puzzle, just asking for some help on a subject he/she isn’t knowledgeable about. If you don’t want to help please don’t thread-crap.

?? are you trying to decode a cache hint? They're in "ROT13".

A "rot" cypher is a rotation. Put all the letters in a circle and rotate them whatever number. Rot-1 means A=B, B=C, etc. Rot-2 means A-C, B=D, etc. Rot-13 used for the hints is convenient because it is reversible. Do it twice and you're back to your starting point.
