In 1999 the UK adopted protocol 6 of the European Convention - this means it is unconsititutional to reintroduce the death penalty short of withdrawing from the convention, which as we drafted it is a bit like saying we now approve of torure, punishment without trial etc - and that would be unthinkable wouldn't it?
