Yes, a number of volunteer reviewers have made the point that they don't approve of many of the caches they publish, but as long as they meet the guidelines, they are published. :)

I’m not sure how that distinction helps the original questioner.  Nor am I sure how translation enters into this conversation.  It could be said that the reviewer ‘approves the cache for publication’ which has a different nuance than ‘the reviewer approves the cache’.  I doubt that the original question dealt with that difference.
