There is no option for me to enable it. So do I re enable it or does the reviewer who disabled it do it. Quote Link to comment

Once in a while, the "enable" button is gone from my cache app logging options. Update: Glad to see the issue was resolved for you after a refresh of the page! This bug has been reported numerous times. Once the app sees a cache it retains its enabled state (enabled or disabled) indefinitely and doesn't update when that state changes.
