I presume we are talking about state or country souvenirs, as there were no time-based or event-based souvenirs before 2010. These souvenirs should be awarded retroactively to the time you earned them. I would recommend sending an email through the Help Center, stating which souvenirs you are lacking and including example GC codes of caches you found that should qualify you. Quote
