Information please on archived caches

I see a number of caches that are listed as "archived."

I understand that some of these can be becouse of rades, or becouse of other problems.

 

My question is this. If a cache is archived in a area, and it was not due admin removal, and the owner does not come up to code or does not replace it, Can another person set up a cache in that area (in the one tenth mile limit)?

Or is their a time limit till it dies and then is considered open.

I know a area that had a cache. It has been archived, due to it being taken. The person who placed the cache has not replaced it. I have contacted this person and they said that they may replace it some day.

So does this block anyone from placing a cache in that area forever or what?

I would like to place one in a better area but it would be within the one tenth mile area.
