If an admin archived it, you'll need to contact that admin. With the virtual it's easy. Place a REAL cache there and it will be approved Seriously, contact the approver listed at the bottom of the cache page. They may have already sent you an email asking for more information. So you have to make a clear and compelling case as to why the spot is worthy of a virtual cache and why you couldn't hide a cache there of some type. As others here have stated, they are really cracking down on virtuals, so unless it's something of extraordinary interest AND it's not possible to place a cache there, they won't approve it.
