Public setting keeps changing to private, I need help please

Hi, I have created my first Adventure Lab (I love them).  My problem is, that one second the setting is public,  on the map, but it stays that way for only  a few seconds, before it changes to the private symbol.  I have tried everything and not sure how to make it stay public even though I have selected that option.  Some help would be greatly appreciated. thanks

This one is set to public.
