Level 2

Hi there, very new to this and im wondering why when I'm using the gepcaching app are some of the caches defined as level 2 so I need to sign up for premium, who decides this ?

Most of the ones I've seen are easily got and I can't understand why on the app they are level 2 but on the website it doesn't mention levels.
