Mostly what's not allowed is putting the name of a business or product on the cache page. Or putting a cache inside your store to bring customers in. Quote Link to comment

The "commercial" guidelines refer to the actual cache and its listing: 2.1. Listing Guidelines that Apply to All Geocaches http://support.Groundspeak.com/index.php?pg=kb.page&id=307 Swag does not fall under the "commercial" guidelines.
