It requires the finder to go inside a business, interact with employees and/or purchase a product or service. But yeah, I've seen many in businesses and most are not placed there with the reviewers knowledge. Many are moved or the cache description re-worded after the fact. Quote Link to comment

You may encounter older caches that would not have been published today but were acceptable at the time they were published. These caches have been grandfathered and allowed to stay active. I placed one very near a trail, and was read the book by a reviewer that has no clue about the area, so I archived it. Only to find three approved 1000 feet down the same trial a few days later by the same reviewer, and my replaced cache (same coords) still not approved a week+ later. Quote Link to comment
