I have seen someone take an activated Geocoin, (which I'd moved) put it into a new cache they made, and actually list it in the description as a first to find prize. I wouldn't use someone else's trackable item as a FTF prize myself. (Though, technically, since the whole FTF thing is unofficial, I guess it's not really against any rules. Though it could be confusing if someone was expecting it to not be activated.)
