I just queried it and took a look. The placed date on the New Mexico Letterbox is April 2001, but the find logs are earlier and the GC Code GC190,is definitely earlier. Looks like an edit error on placed date. I'd say the last U.S. State where a geocache was placed was North Dakota, GC4C6 placed in March 18 2001.
