Does the 500 ft rule apply to caches when the nearest cache is a virtual?

I want to place a cache near another however it is kinda close to a virtual and even though the virtual doesn't have the cache box I'm curious if that rule still applies or can there be an amendment?

 

If there is a physical component placed by a geocacher is it subject to the 528 foot proximity rule.

It is 528 feet and proximity rules do not apply to non-physical caches or cache stages that are labelled as "question to answer" or "reference point." Hide away.

Clarified. A worthy virtual stage of a multicache can still be protected from an encroaching physical cache. There is no protection, however, for grandfathered virtual caches -- think of them like waymarks.

And new virtuals are not allowed, correct?
