If you want one particular person to be the FTF on the cache, and it's really important to you, just send that person the information before the cache is published. Why is that so difficult? Honestly, it will get a local shunning around here. Your whole "hackles up" vibe in this thread doesn't really roll out the welcome mat. I'm willing to believe that if you're in a group that feels it necessary to place caches like this your area, there is probably also a group in your area that could care less.
