I've been gone a long time, and finally am getting back to the cachin' world. I used to use Google Earth to look for caches in a specific area, but I see that link no longer exists. Is there a different way to download the KML (?) file to view caches in Google Earth?

In lieu of the KML, run a PQ of the area you are looking at and open that GPX file in GE. And it will be more accurate, too.
