If you use a font that shows up on your machine, it will only look the same on my machine if I have that font loaded too. I work for a Japanese company but I don't have the japanese font(s) loaded on my laptop, and every once in a while I'll get something that does what you're describing if I'm opening a file that hasn't completely been translated. The question marks are probably showing up on the web page because it's still using the default font. I think you'll have to go with a graphic instead of text to get the characters to show up.
