Anyone that wants one goes and buys their own (see Rknight's link). They can then activate it and give it a mission (just like a travel bug) and release it into a cache. Successive finders are then supposed to move it along toward its goal and report the movements (like a TB). The Jeep TBs(both yellow and white) are special TBs that were paid for by the DaminarJeep corp. Groundspeak was in charge of distribtion, and as such shipped them out to various persons and groups around the country, who in turn released them into caches.
