Is there any way (such as a program) to convert back and forth?

for instance in your example the 83 degrees would stay the same (doh!) Take the .547676 multiplied by 60, which would give you a new figure of 32.861 minutes. Do just the opposite to convert back. However, most GPSrs can be programmed to read in whatever format you want it to - a lot simpler to do it that way.
