on many logs I see people get and "alert email" to a new cache in their area. how do I set my account for that?

On the right hand side of your home page, click on <Set Up Notifications>. Then click on Create a New Notification and fill in the form. You need to set up a notification for each cache type you are interested in (trad, multi, event etc.). You specify a centre and radius for your notification area (these can be different for different cache types), and can set up a different email address than your default address.

Tried to set up notifications but not allowed Have to be a premium member. Single mom and always broke so this is cheap entertainment for the kids.

Yup, notifications are a Premium Member perk, as I noted in my post of the 14th.

You could instead sign up to receive the weekly newsletter. It lists all new events and published caches in your area.

Or you can check the "List newest in xxxx" found in your profile. Scroll down to the "search options" box, and you will see it there. It's updated constantly, and we managed a "first to find" using it.
