It respects the Groundspeak TOU, and I've been able to use it both for spur-of-the-moment caching (when I have a data connection) and for planned caching using PQ data (whether I have a data connection or not). The Groundspeak app for Android is in beta, but isn't available publicly yet. GeoHunter is a branch of GeoBeagle, with a few extra features that aren't in the stable release of GeoBeagle yet.
