Audio file formats

I am using wav files in my cartridge under the premise that it takes less CPU to play them (no decoding). Is this assumption valid?

 

Unfortunately the files get rather big at 44.1Khz/16bit/Stereo. Is there any point in down sampling them to say 22Khz/8bit/Mono or will the PPC have to upsample them again in order to play the sound thereby wasting CPU?

 

Does anyone here have any experiences or maybe inside knowledge on how sound is handled?
