Placed a new cache, first time, did the paper work, never got a message or a response and the cache is not shown. now what do I do?

The city of Beavercreek Ohio commissioned 25 statues of a beaver to be cast in honor of the 25th anniversary of the city in 2006. The beavers were subsequently auctioned off to various civic and commercial organizations and artistically decorated to represent interesting aspects of the city. I found one in a Beavercreek library branch, and would like to submit it as a waymark. A waymark (http://www.Waymarking.com/waymarks/WMA2FF_Beavercreek_Bicycle_Beaver) of one of the beavers already exists, but the Reader Beaver doesn't fit with Bicycle Beaver's category of Roadside Attraction. Please check your kids carefully after your next geocaching trip to wooded areas. Three of us came away wuth deer ticks last week (May 15, Chesapeake, VA area), and I expect kids may not have noticed the little bumps as readily as the adults did. These can cause serious problems a long time after the tick itself is gone. Be careful!

A recent cache had a US Survey marker (not sure of the official term, but it's a concrete maker with a brass plate noting it's official coordinates). Where would one find a list of these markers and the precise (for that time) location?

New to the sport; went to look for one (couldn't find it)but found stuff that looked like a cache had been found by non-cachers and disturbed/disrupted. Is this happening a lot?
