I attempted to place a Cache last week, but it wasn't approved due to Covid. As of today, NYS is supposed to be opening up for low-risk recreational activities. Does this include geocaching?

I have only cached a few times and came across a travel bug. I thought all I had to do was follow it's mission. I logged that I found it and dropped it in another cache. I cant seem to find a way to log it into the new cache. The cache is plenty big and has had other trackables in it, so I don't think it's not meant to have one. Please help! Do I have to go back, get it and put it in a new cache and find a new one? How do I find trackable compatible caches?
