A day or two I got an email presenting a great new feature that makes owning caches way easier. The only problem with it is I practically only use the app on the phone, but I don't see it there. Is it? If so, where?

Recently, as I was reading through some logs of some geocaches that I wanted to find, I saw one that said that "the cache could use some TLC." I know that geocaching has lots of different lingo, but I've never seen this one before. What is TLC?
