Has anyone encountered a problem bringing a GPS unit or travel bug in a carry-on bag while flying?

Does anyone know if I can hide a cache in a Lion's Park, or city park for example? I know I can't hide one in a national park. How do I know who to ask for permission? Is there a resource for this?
