Amazing. Just as we talk about it in this thread, I've got another finder in the process of working through it! You brought the cache some good luck by starting the thread! Will be interesting to see his log.
Stage 4 is pretty easy since the distances really do call for driving, though it can certainly be done easily enough on a bicycle, so there's that to sort out if pedaling, I guess.
As for power, it's a secret! Stage one is a particular power hog due to distance between xmitter and posted coordinates, and propagation requirements. The others employ high gain (very directional) antenna systems.

Process sounds about right for a really good puzzle.
I have no idea how many hours it took me to put together "SBS - You're in a World of Hertz" (GC2G604). At a guess, from concept to completion, probably 60 hours+, and I already had the necessary bits and pieces to put it together in-house. It's a multi that contains a number of field puzzles.
It rarely gets found, but apart from my original beta tester (your 'Playtesting' is a very important step, especially for complex puzzles), who was still in a daze when he logged it, it has 100% favorite points.

That only works if you are downloading the same PQ you created before, which will carry the same filename. If a new PQ is created, it will have a new filename, and sit alongside anything already on the device.
As has already been suggested: Connect to your PC. Navigate to the Garmin/GPX folder. Delete all *.gpx files found there. Load your new PQ afterward.

Sounds as though you have purchased your first Garmin of the generation that started with the Colorado years ago! You can access its file structure when connected to your PC.
Go to to the Garmin/GPX folder and delete the *.gpx file(s) that exist there. While you are there, get rid of any factory pre-loaded *.gzz files as well. They're typically WAY out of date.

You'll want to load all of those puzzles into a GSAK database first, then update the coordinates.

GSAK won't import what you've got natively (just *.gpx and *.loc), and I was about to point you to a macro on the site, but gsak.net is currently showing

I have a Samsung with ANT+. The above ideas were for the OP, who notes "My cell phone is not ANT+ compatible."

Have never run across one (standalone) before. You don't say what flavor of phone you've got, but as an iPhone example, check what Zwift has to offer in the way of ANT+ dongles that can be connected directly to the phone. There are probably ones for Android as well. You'll find that companies supplying ANT+ capable fitness products are/were selling these to get the phone connected.

I can usually smell a fellow beta tester from a mile away (comes with being one myself), and understand that there tends to be a 'home field' issue that arises from time to time. Not that Garmin's devices often need a real defense, but understand, folks, that there's always likely to be a different point of view and some additional bias from time to time when a person works with a particular product line with a particular company on a regular basis. It comes with the territory.

Interesting that it counts 'counties' in any country (e.g., 'Nürnberg (Germany)'. That improved my score a bit.

When I get into that ditch, which I have on a few multicaches, I do the math using my phone calculator and turn the result into how much north (or south) and how much east (or west) from my current position. Then I create a series of two waypoints with the Garmin - the first of which takes me the necessary N/S (0 or 180) distance from my current position, and the second after that the necessary E/W (90 or 270) distance of that first waypoint, and do it in feet. That gets me much greater accuracy than integer degrees for caches that aren't REALLY nearby.

No, true. The article says "The following pseudo code shows how to perform the conversion..." The conversion MUST be done on the client side. Sending non-base31 characters will cause issues due to invalid objects. The server doesn't do this for you, hence HHL is correct in his statement.

The only reason caches are deleted (pulled from public assess in the gc.com database) is because of some major issue that forced the reviewer to retract the listing.
These days, this usually happens fast enough that few, if any, are able to log them. I doubt that you had many, if any, 'deleted' caches. No one can log them since don't 'appear' in the database. Vaporcaches!
Apart from that, you can pull up your MyFinds PQ at gc.com, and use that data with GSAK to re-log all of them for a new account, yes. That will include any archived caches. With only 103 finds, it should go quite quickly.

I have a 'beacon' multi that uses 3 entirely different methods, and not one of them is a Chirp.
As people are suggesting, you may want to think outside the box a bit.
Lemme toss one out there that you might not have considered...
Got an old 2.4GHz only WiFi router that you no longer use? Just imagine what it would look like if the SSID was made up of N and W coordinates. No need for a server at all. Of course, you'll need it at your home or a friend's business or home to plug it in and keep it dry. Too much of a power hog to run on batteries.

One thing in this 3 year old article was worth further mention:

Between Block IIF (12) and Block III (3), they have 15 of them up now. Under the most extreme spreads of the constellation, it is said that 24 need to be functional at any one time to provide worldwide service. That leaves a few to go. Lockheed/Northrup and SpaceX need to get busy. The schedule of record is for 3 more Block III in 2021, 2 more in 2022, and 1 more in 2023. My math tells me we'll still be short a few L5 capable birds by the end of Block III. Block IIIF doesn't fly until 2026.
Still doesn't matter until we see "Healthy" reports with real data on L5 from any of them.
