Funny I just found this topic, as I was discussing this issue with some fellow cachers in my area last night.
I like the reward based idea, mind you anything would be great. I have had some other ideas, largely with a goal in mind, something along the top 10 in a country, or top 50 in the world, and then in categories, like most creative, most unusual, best locations, best caches, oldest caches in the world, etc etc
Some kind of reporting ...
But I think that the rating system needs to be more algorithmic, based on number of votes, visits, rating for location/cache/container/accuracy of coords(or hints/descriptions)/creativeness. Something along those lines.
I would love to see something like this as I am currently living in a country with a small caching community, since most people here don't know about it, but this country should be attracting more and more tourists, so who knows. So the best places to go geocaching are in countries visited for work or holidays...
