Creating reverse caches

I am trying to create an locationless cache. i ask for take pictures of a particular type of monuments in my region and a brief history of them, but when i am going to create this kind of cache, there's not option of assign "Reverse Cache" in cache type and the input text of coordinates are always visible.

 

What i have to do for create this kind of cache?
