Geocachers fit a lot of the characteristics of a criminal and/or terrorist. If the person who you caught taking photos was a good Samaritan then they broke bunch of rules of personal safety by not being discrete. That they came back, moves them into the category of “suspect behavior” and in all honesty it should be reported. You posted that it was solved and apparently it had something to do with a ban on feeding pigeons, but I still don't have the whole story and frankly it's quite interesting.
