Each park can choose if they wish to enforce it or not. Cantact your local state park. Quote Link to comment

Here's a link to the State of PA's requirements: PA DNR - Geocaching PADNR is a great supporter of Geocaching and there are thousands of caches in PA State Parks, so i wouldn't get too alarmed if you state wants a permit to place a cache.
