I've not been around here very long, but on other forums I frequent, the newbie questions get a lot of discussion for several reasons:

 

1. The "oldies" like being helpful, even if the topic has been covered once a week for three years.

 

2. The "oldies" like to show off how much they know about the topic.

 

3. People want to re-hash an old discussion that the newbie unwhittingly (sp?) ressurected.

 

4. "Oldies" have been around the forum long enough that they have run out of interesting topics to start on their own.

 

Does that apply to this forum?

I would say that in some cases yes. That seems to happen to some extent on just about every internet forum I've been involved with.
