Cotton Spindle?

Yes it appears to be a cotton spindle and a shiner. Many things are used to monument survey control. A good example would be the property pins here in New England. Everything from pipe to rebar to god knows what. I recovered a center of section in WI one time that was a truck axle. Spindles are still very popular in some parts of the country as markers for RLS's. I can not thing of anyone that would set one as a geodetic mark.
