Most times indicate certain distances and altitudes that the signal will be unreliable, but there are some that are listed as unreliable to ground level. Personally, I'd like someone to explain to me how a signal can be reliable on the ground at a particular point, but not 4000 feet above my head... Hope this is helpful!
