On a similar note, our local paper had a good story today about illegal caching: A pilot planned exporting marijuana from Canada to the U.S. by flying over the border and dropping a large duffle bag of the stuff out of the plane at a planned destination. He crashed on the way - he survived but they arrested him for posession of the weed which he said wasn't his and he thought it was just luggage he was delivering. They confiscated his handheld G.P.S. which had a single waypoint in it titled "DROP" - it corresponded with the same crossborder remote location that was circled on his paper chart - that was enough to convict him! I'm lucky to get 6 or 7 with mine, and I'm not in a boat being tossed around by waves dragging a grappling hook in the dark. The onus is on the legal fisherman to report this type of activity as it is most likely their neighbors that are doing it. None the less, someone will always find a way to use something in an illegal way. Quote

Loran, which is commonly used for marine navigation, is quite accurate, has been for years, and most commercial and larger craft have it. Obviously the poachers couldn't sell it to a broker, but instead must rely on a middle man or word of mouth to sell small quantities of the shellfish at a time. And offloading it from the boats to the dock would attract some attention. These guys need to police themselves. Steak worked for many years as a commercial fisherman on crab boats and bottom fishing vessels. Guys who didn't do real well during the peak part of the season might try to bring in more than their quota and sell to restaurants or private parties for more than market value. Chances are the poachers are commercial lobster fishermen who are trying to make an extra buck on the side.
