Coordiantes for the start or end?

Are the listed coordinates on the geocaching website supposed to be for the starting location or the cache itself?

That's up to the cache owner. For the most part, the coords are the exact location of the cache. Some people like to add some difficulty and post coords of a starting point and then give you clues to follow from there (like Letterboxing). Still others will provide coords to a cache, which contains coords to another cache, etc.

 

So, if you're planning on hiding one, it's completely at your discretion how you want to direct folks to it.
