If it takes as long to implement as it has taken to get this far then it's not going to happen any time real soon.

 

Right from the start there has appeared this problem that there's too many countries with too many imbedded "commercial" interests and not all parties have been able to agree especially when it came down to the euro's.

 

What is the saying about too many cooks?
